Charles Horne wanted by Lower Allen Township Police for retail theft

Camp Hill, PA

On March 8, 2019, around 5:26 PM, the Lower Allen Township Police Department was dispatched to the Weis Markets for a reported retail theft.  Officers arrived and met with loss prevention for the store. He reported researching a retail theft incident from February 28, 2019, around 11:10 PM.

According to the report a black male and white male enter the store together just after the main entrance doors lock for the evening.  The black male  suspect asked some questions of the female employee who was in the area to distract her while the other stole items of Dove Soap and stashed them away inside a back pack.  This was the white male suspect later identified as Michael Kelly.  

The black male suspect, who finished speaking to the staff member after Kelly had concealed the Dove product then took his shopping cart to the same aisle.  He also selected multiple dove soap products as well as other personal hygiene items.  He put them inside a shopping cart and pushed the cart directly out of the store passing the area of the store where the cash registers are held for legitimate purposes. The black male walks past the cash register that is open and functional at that time and exits the store without paying for the products he selected.  Through their investigation police say they determined that the other actor was Charles Horne. A warrant has been issued for his arrest.
