Child struck in hit-a-run accident in Upper Allen Township
On August 1, 2019, the East Pennsboro Township Police Department were contacted by the Cumberland County Children and Youth Services (CYS) and advised they had received a report of suspected child abuse. CYS provided police with a photograph of a hand print shaped bruise on a 5-year-old child’s face. The investigation revealed that there were previous occurrences of injury to the child to include fat swollen lips, bruised eyes and other bruising on or about the child’s face in August 2018, and a hand print shaped bruise on the child’s back in April 2019.
